General Membership Meeting DRAFT Minutes

Jane Dale opened the meeting introducing herself and presented the organization and an introductions of persons in attendance.  Jane explained the mission of the organization and the history of the organization.

Jane then described samples and purposes of airport management structures, roles and functions of the airport sponsors, Airport Stakeholders, Airport commisions and Airport managers.

 

The session then provided an open forum for questions.  Questions and discussions included, Lease lot creations, the Airport Master Plan procuess, the pro's and cons of how lease lots are defined and how to determine the type of facilities are wanted at the airport to meet FAA requirements. 

The master Plan process was then discussed and David Ketchum provided an explanation of a charette and how it can be incorporated to expedite the master planning process.  A charette was defined as a well organized planning party, with a controlled process.  This process sets the stage for a group of individuals, provide up front documentation and requires more involvment than the master planning process. 

The methods for determining lease rates that are currently being used the by the state of Alaska airports was then discussed.  Also alternate revenue sources were discussed and how they can be incorporated and remain compliant with FAA regulations. Land Use compatibility was discussed and how through the fence operations can jeopardize an airport if not planned properly.  A discussion of rural regulation and the FAA regulations that are often applied to rural airports occurred.  It was mentioned that the more we erode the leases of the facilites, the more we erode the mission of the airport.

Ted Anderson then provided a handout and reference information related to AIP funding including using resource funds for the rest of 2009, and provided some explanations of entitlement funds and the requirements to obtain federal funding.  Currently there are 39 grant assurance requirements. 

John Parrott made a motion to adjourn, Troy LaRue seconded the motion.  The meeting was adjourned at 538PM.
